Police Narrative:

On 02/09/07 at 19:35 hours, officer(s) Gray () responded to a Drugs/Narcotics Violation/Misdemeanor at Perkins/park and the Reporting Officer advised a/os were e/b park approaching getwell when they observed Veh #1: GMC SAF /2003 gmc safari silver mi#oddv50 vin#1gkdm14x03b509546 e/b park with excessively dark window tint on all windows except front windshield. The Veh #1: GMC SAF also had a black plastic covering that covered the year of expiration and state making a/os unable to read and run the tag. Veh #1: GMC SAF turn n/b perkins without giving a turn signal . Traffic stop made perkins /park. A/o gray approached drivers side and a/o bush on passenger side. victimMitchell was the driver and victimStandford was front passenger. victimMitchell had rolled both front windows completely down for a/os during their approach. A/o gray asked for dl and victimMitchell advised he had mi I. D. Only. victimMitchell then advised his dl was suspended. victimMitchell did not have proof of insurance. victimMitchell was detained outside the vehicle where a/os asked if victimMitchell had any weapons on his person and victimMitchell advised that he had a pocket knife on his right side. A/o gray upon pat down of victimMitchell to recover the knife felt a crack pipe in victimMitchell right front pocket. A/os recovered a white plastic cracked pipe from victimMitchell right front pocket. victimMitchell advised spontaneously that he found the crack pipe, he dont smoke crack, and he was selling it someone who uses crack. A/os while inventorying Veh #1: GMC SAF found a white clear plastic baggie of crack cocaine from the floor board from between the front seats. The cocaine tested positive and it had an approximate 0. 3 tgw. Neither suspect claimed the drugs and victimStandford was placed under arrest. A/o bush recovered a glass crack pipe from victimStandford left front pocket. victimStandford was issued a misdemeanor citation and she was released. victimMitchell was transported to 201 poplar.
