Police Narrative:
On February 07, 2007 at 2149 hours, Officer(s) WILLIAMS, FREDERICK A EMP# 1227 responded to Vandalism/Misdemeanor at 6977 WINCHESTER and victim, complainant, advised he got into an argument with a male/white, he only knows as Phillip. Because, Phillip is a homeless man that has been barred from the business for numerous disturbances he has had with Mapco employees. The victim put Phillip out of the business and Phillip stated he was going to do something to the victim's truck. The victim was about to leave approximately 45 minutes later and this is when the victim noticed the scratches and passenger side.
